Pool excavation in Berwick - what Council needs, what neighbours need, and how the dig actually works.

Excavation is the visible turning point of every pool build. This page walks through the City of Casey pre-build process, the easement and overlay checks, the soil-haul calculation for reactive Casey clay, and the excavator decision that drives a third of the build cost.

The Casey Council pre-build process.

Every pool over 300mm deep needs a building permit from a registered building surveyor, full stop. That is regulated under the Building Act 1993 and the Building Regulations 2018, not Casey Council directly - Council is involved through the planning system and through the asset owner role on stormwater and drainage. The order of operations matters and the wrong sequence can add 4-6 weeks to a build.

Step one: pull the Planning Property Report from the State Government’s Vicplan portal. This tells you the zone, every overlay that applies to the block, and the bushfire and heritage status. Most of Berwick is General Residential Zone with no special overlay - clean and quick. Some pockets - heritage parts of Old Berwick, the rural-residential fringes toward Beaconsfield Upper, and Bushfire Management Overlay parcels in the hills - trigger a planning permit before the building permit can be issued.

Step two: pull a current copy of title and the Section 32 Vendor’s Statement. This is where registered easements show up. Stormwater easements, sewer easements, electricity supply easements, telecommunications easements. You cannot build over an easement without the asset owner’s written consent, and excavation within the protective zone (typically 1.0-1.5m from the centreline) requires the same approval.

Step three: lodge the build-over applications if any easement is in play. Yarra Valley Water (sewer), South East Water (water and recycled-water mains), South East Power (electricity), and NBN (telecommunications) each have their own process. Typical turnaround: 3-8 weeks. We lodge in week one so the approval lands before excavation needs to start.

Step four: building surveyor lodges the building permit. Soil report, structural engineering, AS 1926 pool fence design, AS 2783 excavation design, and AS 1839 shotcrete shell design all need to be in the submission. Standard turnaround 5-10 working days for a complete submission.

Neighbour notification - formal and informal.

The formal notification is light. The Building Permit is publicly noticed by being posted on the property boundary visible from the street. Section 84 of the Building Act requires written notice to adjoining property owners only if the construction will affect their land - for example, excavation within 1.5m of a shared boundary, or temporary removal of a shared fence. A planning permit (when required) triggers a 14-day public notice period during which any party can object.

The informal notification is where the relationship is actually built. Two weeks before the dig, we recommend handing a one-page letter to every direct neighbour: dates, hours, expected truck movements, the name and mobile of our site supervisor, and a thank-you-in-advance for their patience. Costs nothing, takes 30 minutes, and resolves everything from disputes about parking to angry phone calls about dust. We can draft this letter for you - we do it for most builds.

The soil-haul calculation.

A standard 8m × 4m pool with a 1.2m shallow end and a 1.85m deep end generates about 65 cubic metres of spoil, including the over-dig allowance for piers and working clearance. On reactive Casey clay, none of that spoil can go back into the hole as backfill - it would re-swell and lift the shell. So 100% leaves site, in 5-7 loads of an 11m³ tipper truck or 8-10 loads of a 7m³ smaller tipper.

Where the spoil goes depends on what it is. Clean uncontaminated clay is the easiest - local construction-fill projects often take it for free or a small fee. Wet, rocky, or organic-laden spoil goes to a licensed transfer station at $60-$90 per cubic metre. Spoil that has tested above contamination thresholds (rare in Berwick but possible near former industrial parcels) goes to a Category C cell at $140+ per cubic metre.

We include the disposal in the fixed quote - based on a clay-haul assumption confirmed by the soil report. If contamination shows up during the dig that we could not have anticipated, that becomes a variation; otherwise the haul cost is locked in at contract.

The excavator decision.

One of the biggest hidden cost drivers on a pool build is the excavator choice, which is driven entirely by access. Three scenarios we see across Berwick:

  • Standard 8-ton excavator with 5-7 tipper-truck cycles. Needs 3.5m of side-access width and a stable driveway. Dig completed in 1-2 days. Lowest cost per cubic metre. About 60% of Berwick blocks suit this.
  • 3-ton mid-size excavator with smaller 7m³ tippers. Needs about 2.4m of side-access width. Dig in 2-3 days. Modest cost premium ($1,500-$3,000) over the 8-ton option. Common on newer Officer and Clyde North estate blocks with narrower side-access.
  • 1.7-ton mini-excavator through a 1.2m gate. For tight Endeavour Hills, narrow-frontage Hampton Park, and any block where access is genuinely restricted. Dig in 4-6 days. $4,000-$8,000 cost premium over the 8-ton option because production rate is so much slower.

The fourth option, when it makes sense, is removing a panel of fence for the duration of the dig - typically the rear-corner side fence - to convert a tight-access block into a standard-access block. Cost is $500-$1,200 for fence demolition, dig at the cheaper standard rate, and reinstate at $1,800-$3,500 depending on the fence type. We work this out at the site visit and compare the two paths in writing.

Australian Standards in play during excavation.

Three standards govern the dig itself. AS 2870 (residential slabs and footings) drives the pier schedule based on the soil classification. AS 2783 (use of reinforced concrete in swimming pools) sets the structural design of the excavation and shell. AS 1839 (sprayed concrete) governs the shotcrete application that follows the dig. We work to all three and the engineering is certified before any concrete is poured.
